北京交管部门近期采取多项措施缓解交通拥堵-搜狐新闻 京沪高速分钟寺桥实施疏堵“小手术” 牡丹园西北地铁口处道路慢行系统改造(本报资料图)   在昨天下午发布的《2016年北京市缓解交通拥堵行动计划》46项任务中,涉及交管部门17项。昨天市交管局表示,将结合职能分工,按照市里统一部署,认真细化相关工作,并充分借鉴缓堵的工作成功经验,推进缓堵工作深化开展。   北京青年报记者走访发现,最近一段时间以来,交管部门在现有道路状况下,疏堵工作“颇动心思”,靠着小护栏、隔离墩等设施,就让东三环的晚高峰的结束时间提前了一个小时。   出入口“穿袖加墩” 提高车辆通行效率   近一段时间,很多司机都发现东三环主路的出入口都加上了矮护栏,人为进行了车道延伸。“原来出入口就是一片斑马线,要是发现前面主路堵,还能及时并线去辅路。现在加了护栏,就没那么自如了。”司机陈师傅说。   “这种延伸方法用我们专业术语就叫做‘穿袖’。目的就是为了减少主辅路的交叉,不影响主路车流的畅通。”呼家楼大队民警说。   北青报记者了解到,呼家楼大队从1月初开始,对东三环双井桥、华威桥和分钟寺桥等辖区内的重点地区进行疏堵改造措施。一个月以来,通过增加护栏、封闭出入口等简单又有效的“小、快、灵”方法,使得不同区域的交通流量都得到了不同程度的提升。   在分钟寺桥,交管部门设置了隔离墩,从京沪高速盘下来的车由原来的两车道减少为一车道。这些小措施看起来很简单,但是效果却特别好。   增加一条掉头车道 通行率提高了15%   双井桥北向北方向掉头一直都是个大难题。“就一条掉头线,老老实实排队等着掉头吧,真的很撮火。很多车走直行车道直接插到最前面的掉头线直接并线。自己这么干等着实在感觉有点傻。车辆并来并去地交叉,反而通行速度更慢了。”市民王先生反映。   从今年1月份开始,经过民警调研发现,北向北掉头车辆较多,因此又增加了一条掉头车道。与此同时,双井桥南向北方向加了20米的高护栏,也是为了不影响北向北的掉头车流。现在的两条掉头线直接让北向南的通行效率提高了15%。   华威桥北向南方向,南侧的两个出口离得很近,本着减少车流交叉的原则,交管部门已经将其中一个出口封闭。   晚高峰提前结束 双井桥将调出入口   交管部门还在双井桥路口进行灯控“配时”,早高峰控制西向北,保证东向西和南向北方向的车流畅通。晚高峰,则延长北向南方向的通行时间。“原来,东三环晚高峰时北向南方向的车流尾巴在国贸桥,现在车尾提到了双井桥。晚高峰提前一小时结束。”呼家楼大队民警介绍说,所有的措施,其实就是一个目的��控辅保主。   “所有的这些措施我们都采取先试验再实行的方式。如果试验效果好就马上实行。如果效果不好,就进一步修正。”民警说,东三环疏堵工作马上还会有一个新的举措:调换双井北向南出入口的位置。   北青报记者了解到,去年交管部门共实施缓进快出、单停单行、规范停车、调整出入口等措施160项,新增标志设施1033处、护栏1.7万米,优化信号灯配时161处。交通运行水平有所改善,四环以内高峰时段流量平均每小时4812辆,同比提升4.7%;平均流速每小时34公里,同比提升1.9%;“122”事故、拥堵报警分别下降21.4%、25.5%。   文 本报记者 杨柳   摄影 本报记者 魏彤   相关   今年疏堵工作要点   道路建设   加快推进兴延高速等公路项目建设和苹果园、北苑北、望京西综合交通枢纽建设。   城六区建设70项道路疏堵工程,开工建设116条次干路、支路,其中东城区和西城区推进50条道路建设。东城区和西城区年内开工或完成50条以上次干、支路建设,其中东城区22条、西城区28条;朝阳、海淀、丰台、石景山区各完成10条以上。   推进国贸人行过街天桥建设,加快万泉河桥和分钟寺桥匝道改造;完成100万平方米市管城市道路大修工程;市级疏堵工程项目将聚焦骨干路网立交节点的改造。   除了广渠路二期预计今年建成通车,西外大街西延、丽泽路也将开工建设,姚家园路、京包路等道路前期工作也在今年的工作计划之中。   今年将进一步落实区政府的治理交通拥堵主体责任,将交通拥堵治理列为区级重点工作,重点开展次干路和支路建设与管养、区域交通综合治理、停车(机动车和自行车)秩序管理、配合市级道路建设开展征地拆迁等4项工作,并纳入市政府绩效考核范畴。   绿色出行   慢行系统治理方面,交通部门将在路权保障上向自行车和步行倾斜,完成市区两级300公里自行车道治理。全市新增1万辆公租自行车。加强自行车停车设施管理,在300条大街的人行步道上设置阻车桩。   地铁方面,加快推进地铁宣武门站、双井站换乘通道改造工程。   推进轨道交通新机场线一期、6号线西延、7号线东延、8号线四期、12号线、14号线剩余段、16号线、17号线、19号线一期、西郊线、燕房线、房山线北延、机场线西延、S1线等线路的建设,开工建设八通线南延和三号线一期2条新线。在建轨道里程达到300公里以上。   此外,优化调整40条地面公交线路。增开一批区域微循环公交线路和定制公交线路。改造100处公交站台设施。   聚焦通州   优化东六环、通燕高速的交通组织,加快孔兴路北延、通马路、?台路等道路前期和项目推进工作;推动城市快速路网规划中剩余的全部5条放射线道路建设,建成通车广渠路二期;加快通州行政副中心交通路网建设,启动广渠路二期四环路段大郊亭立交完善工程;推进京津冀路网互联互通,继续建设京台高速公路、兴延高速公路和京秦高速公路。相关的主题文章:
